Users can be disabled (and enabled) in bulk through CSV upload.

Navigate to Content > Bulk actions.
The tasks list displays all previous bulk actions that have been performed, along with their status.
To create a new task, select + Create new bulk action. -

Select the action you would like to perform.
To enable users select Enable users in Bulk.
To disable users select Disable users in Bulk. -

After making a selection it is possible to Download a template CSV file. The template includes a column for populating the user IDs of the users you are wanting to disable/enable. Each row in the CSV file represents a single user.
You can find the user ID by navigating to the user's summary page and looking at the URL. It should be in this format: /#/summary/{PROFILE ID}.
In the example below, the profile ID for Alexandra Novak is a4fc19cb-34d5-458e-90fe-bc351871bf55 -

Once the CSV file is successfully uploaded, run the bulk action task.
The ability to bulk disable/enable users is controlled through the role permissions Allow user to bulk enable/disable users.
